Mr. Bailey has broad experience with federal procurement rules and regulations through combined major industry contractors and “Big 4” accounting and consulting firms. Paul is experienced with conducting due diligence and audits of government contractor business practices from finance to contract administration and compliance. Over the course of his nearly 40-year career, Paul has provided expert advice and testimony for government contractors and their counsel, private equity firms and government agencies on the administration of contracts, procurement and supply chains, and quantum of complex government accounting and compliance dispute resolution.
Mr. Bailey began his government contracts career with what is now Textron Defense Systems. He joined Capital Edge Consulting from Harris Corporation in Melbourne, Florida, where he was Corporate Vice President of Government Accounting and Compliance. In the accounting and compliance role, Paul’s responsibilities included the oversight and approvals of the segment Business Systems to satisfy DCAA/DCMA surveillance and adequacy determinations, integration and alignment of cost allocations and synergies following acquisition of two major defense contractors through an External Restructuring.
In addition to extensive accounting and compliance experience, Paul has held Corporate Vice President roles leading Contracts, Subcontract Administration, Procurement, Estimating and Pricing functions at major contractors for both Aerospace & Defense (A&D) manufacturing and Architectural and Engineering (A&E) construction.
While in public accounting, Paul was responsible for the Department of Energy’s outsourced contractor audits to KPMG, including Incurred Cost and Price Proposals, CAS compliance, and Business System adequacy. Paul has conducted audits for and on behalf of the Federal Bureau of Prisons, Department of Transportation, Department of Justice, and Department of Energy, including its Office of Inspector General. He has assisted outside counsel before the Air Force and HHS Suspension and Debarment Offices on False Claim (labor) matters.
Mr. Bailey is a frequent speaker on current legislative and regulatory developments impacting government contractors for Federal Publications Seminars and Public Contracting Institute where he instructs pricing of USG contracts including Other Transactions, and Supply Chain qualifications and compliance.
Paul is a Board of Directors member for Public Contracting Institute. He is the former Chair of the Contract and Acquisition Management Committee and is a current Procurement Executive Committee Board Member of the National Defense Industrial Association (NDIA). Mr. Bailey was awarded NDIA’s prestigious Howard H. Cork Memorial Award for contributions to the government and industry defense procurement community.

Paul has testified before the Civilian Board of Contract Appeals on FAR Subpart 31.2 and 2 CFR § 200 Subchapter E Cost Principle matters.
Mr. Bailey earned his B.B.A. – Finance degree from Walsh College of Accountancy and Business Administration. He is a Certified Public Accountant licensed in the Commonwealth of Virginia.
