Norman has deep expertise in CAS Compliance, FAR Compliance, and DCAA Audits & DCMA Reviews.
Throughout Norman’s time supporting federal contractors and grant recipients, he has consistently guided contractors through solutions to ensure streamlined contract performance and regulatory compliance. During Norman’s tenure with Capital Edge, he has assisted nearly 70 contractors in achieving government cost accounting and regulatory compliance expectations. In one instance, a client found themselves 13 years behind in submitting ICSs, and numerous additional reporting requirements. Norman managed a team of Capital Edge staff and worked successfully to bring the client into government compliance.
Prior to his time at Capital Edge, Norman concluded a career with DCAA, serving in capacities such as Supervisory Auditor, DCAA Technical Audit Specialist, and DCAA Headquarters Liaison to the U.S. Air Force’s Acquisition Center at Wright-Patterson Air Force Base.
Norman twice served as a Supervisory Auditor in DCAA’s Iraq Branch office. In this position, he interacted with senior government and military acquisition personnel and higher-level contractor management to resolve outstanding procurement and contract issues.
While serving as DCAA Headquarters Liaison at the Contracting Directorate at the U.S. Air Force’s Aeronautical Acquisition Systems Center, Norman provided advice to senior Air Force acquisition officials regarding the negotiation and acquisition of major Air Force weapons systems.
As a DCAA Technical Audit Specialist, Norman participated in evaluating the audit work performed by various DCAA audit offices for compliance with Generally Accepted Auditing Standards.
Norman earned a Bachelor Degree in Industrial Management from the University of South Florida and Master of Science degree in Business Administration from Central Michigan University. Norman is also a Certified Public Accountant (inactive).
