Michael is a leader for our Contracts & Supply Chain and DFARS Business Systems capabilities. He is an expert in the DCMA CPSR process.

Michael’s areas of expertise include contractor business systems compliance, with an emphasis in DCMA CPSR readiness, execution, and compliance. He is also skilled in FAR and DFARS. Michael is also an expert in DCMA processes and procedures pertaining to contract administration, CAS, and EVMS. He is highly experienced in government procedures and processes relating to proposal analysis and evaluation, cost modeling and estimating, forward pricing rate recommendations (FPRR) and agreements (FPRA). Michael has conducted CPSR-related training to DCMA CPSR Group procurement analysts as well as to dozens of Federal contractors.

Michael’s support to his clients is predominately in the area of CPSR readiness and risk mitigation.  He leads a team of Contracts, Subcontracts and Supply Chain Management professionals supporting clients during CPSR preparation, execution, and response to DCMA corrective action requests. His exceptional understanding of the federal procurement regulations, DCMA CPSR Group’s expectations and processes, ability to provide value-add advocacy for clients during reviews and unequalled experience supporting clients develop and implement meaningful system improvements, has directly resulted in numerous approved business systems. 

Prior to joining Capital Edge, Michael was a DCMA CPSR Procurement Analyst. During that tenure Michael was the “Team lead” for numerous DCMA CPSRs. His experience covers a complete spectrum of contractors from A&E (Architectural & Engineering) service providers to foreign manufacturing firms. During his tenure as a DCMA CPSR Group Procurement Analyst, Michael developed a tool for use by all CPSR Group procurement analysts in performing CPSRs. Also, Michael developed a tool that all DCMA Administrative Contracting Officers (ACO) are currently required to use in their annual surveillance of contractor purchasing systems responsibilities.

Michael has assisted DCMA Cost and Price Analysts in proposal analysis and evaluation cost modeling and estimating, FPRP, FPRA, CAS allocation of allowable and accounting for unallowable costs and administered contracts for DCMA with the largest aircraft manufacturer in the world.

Michael graduated from Arizona State University, WP Carey School of Business with a Bachelor of Science in Finance and a certificate in International Business Studies. He also earned a Level II Career Field Certification in Contracting (1102) from the Defense Acquisition University (DAWIA). Michael is also fluent in Spanish.
