Francis has deep expertise in Business Restructuring, Public Sector Entry & Expansion, CAS Compliance, Pre- & Post-Award Rate Development, and Accounting System Compliance.
Throughout Francis’s time supporting federal contractors and grant recipients, he has led complex business restructuring initiatives for aerospace and defense contractors undergoing significant organizational change, including multi‑billion‑dollar transactions, portfolio shifts, and enterprise‑wide transformations, applying scenario‑based modeling to inform how businesses integrate, separate, and operate post‑change. In parallel, he has positioned these businesses for sustained growth and acquisition readiness by building cost models grounded in contract financial performance, linking current backlog and projected awards to margin outcomes, cash flow, and scalability, while maintaining alignment with applicable regulatory requirements.
He also regularly supports clients in assessing and developing indirect rates, including forward pricing rates for organizations submitting to the government for the first time, ranging from small, single-segment businesses to multi-billion-dollar organizations. In doing so, he helps clients navigate FAR and CAS compliance requirements to minimize risk, optimize cost recovery, and strengthen their position in negotiating contracts with the U.S. government.
Francis advises clients on strategic advancements and has led the effort to position a large-scale commercial technology enterprise’s space-focused business line for entry into the public sector by designing an organizational and cost structure tailored to government contracting requirements. As part of successful entry, he also built comprehensive accounting and estimating compliance frameworks to support the client’s long-term participation in the federal marketplace.
Prior to his time at Capital Edge, Francis worked within PwC’s government contracts advisory practice, where he ultimately led the government contracts workstream supporting General Electric’s separation into three publicly traded standalone companies. In this role, he partnered closely with cross functional teams spanning finance, legal, operations, and corporate strategy to evaluate the cost, pricing, and compliance implications of the separation on GE’s government contracts portfolio. His work informed critical organizational and structural decisions, including the allocation of costs, contracts, and personnel across the new entities.
Francis earned a Bachelor of Science in Finance from West Virginia University.
