Cobina has deep expertise in FAR, DFARS and DEAR Compliance, Purchasing System Compliance, Commerciality Assertions & Determinations, Price & Cost analysis, Contract & Subcontract Administration, DCMA Reviews, and Outsourced Staffing.

Throughout Cobina’s time supporting federal contractors and grant recipients, she has helped over 150+ clients pass and be well-positioned for their CPSRs through extensive readiness activities, mock-CPSRs, and real-time liaison support with the DCMA. Her experience includes performing business systems compliance gap analyses, developing policy and procedure manuals, and optimizing purchasing system processes through ongoing system monitoring. She has also helped clients pass and be well-positioned for their PERT through extensive training and readiness activities.

Over the course of Cobina’s career, she has also gained experience performing a variety of business system compliance assessments, developing countless policy and procedure manuals, and conducting training for various clients. She has also gained experience in performing CAS applicability assessments, assisting clients in CAS disclosure statement revisions, and has compiled ICSs for clients of varying sizes and industry. Cobina has assisted various clients with Davis-Bacon Act compliance audits and interviews, ensuring success with accurate certified payroll reporting, proper wage classifications, and full adherence to federal labor standards.

Cobina is an active member of the NCMA CNY Leatherstocking Chapter.

Cobina earned a Bachelor of Science in Business Administration degree with a dual major in Marketing and Management from Robert Morris University.
