As a former industry leader and Capital Edge client with 18+ years of complex negotiations and government contracts experience, Chase leads our Contracts & Supply Chain capability. Chase advises government contractors on the negotiation and management of complex prime contracts and subcontracts, the administration of contract terms, and compliance with federal regulations. He has been admitted under GAO protective orders and is regularly consulted on CPSR readiness, cost and pricing evaluations, and contracts, purchasing and supply chain compliance matters. He has positioned major international contractors serving the DOW, IC, and civilian agencies to achieve approved business systems and definitized contracts that meet profit goals.
With his unique understanding of the highly regulated government contracts sector, the associated audit environment and contractor operations, Chase has also been engaged as an expert witness in litigation between prime contractors and subcontractors. Government contracting executives regularly seek his regulatory and operational expertise to traverse high-stakes negotiations and Government reviews, interpret regulatory requirements, and advocate for outcomes that protect our clients’ business objectives. His ability to combine regulatory precision with real-world operational insight, consistently positions our clients for favorable results while withstanding government scrutiny.
Throughout Chase’s time supporting government contractors, he has provided CPSR readiness and audit management activities for countless clients resulting in DCMA and DOE approved purchasing systems. He has also led contract analysis and negotiation support to large DOW contractors, with one notably being a publicly traded civil engineering and construction contractor where he assisted in definitizing $1B+ in contracts with the U.S. Air Force. Another notable example was Chase’s direct involvement in assisting a large DOW system integrator in definitizing their $3B contract with the U.S. Army.
Prior to his time at Capital Edge, Chase was responsible for contract proposal support, complex contract negotiations, contract and subcontract administration, and commercial and international agreement administration with a total contract value exceeding $1B. He also managed internal and external compliance audits and reviews, including implementing CPSR-compliant purchasing system.
He is a frequent lecturer at FPS, George Mason University and the Public Contracting Institute on a variety of government contract matters. Chase is a member of the National Defense Industrial Association (NDIA) Washington, D.C. committees for Contract and Acquisition Management and Legal. He is also a member of the National Contract Management Association (NCMA).
Chase earned a Bachelor of Arts in Communications (with an emphasis in Rhetorical Advocacy) from Purdue University and a J.D. from Western Michigan University’s Thomas M. Cooley Law School.
