As a service leader with 4+ years of experience, Andrew supports our Accounting & Finance, DFARS Business Systems, Federal Grants, and Strategic Advisory capabilities. Andrew has deep expertise in CAS Compliance, FAR Compliance, Pre-Award Rate Development, Post Award Rates & ICSs, 1408 Pre Award Accounting Surveys, Terminations & REAs, DCAA Audits & DCMA Reviews, Accounting System Compliance, Estimating System Compliance, GovCon Deals Advisory, Business Restructuring, and Disputes, Litigation & Forensic Accounting.

Throughout Andrew’s time supporting federal contractors and grant recipients, he holds a 100% success rate with ICSs passing DCAA adequacy review. Andrew also has consistent involvement supporting contractors’ bids and awarding of federal contracts through the development of forward pricing rates and pricing models. In addition, Andrew holds multiple success stories conducting internal and external company rate restructurings and reorganizations, including a Fortune 500 defense contractor. Furthermore, Andrew has consistently eased the burden of industry compliance teams supporting cost accounting practice change (CAPC) efforts whether prospective, retroactive, required, unilateral, or desirable.

Prior to his time at Capital Edge, Andrew worked as both an audit and tax accounting intern for Arnett Carbis Toothman, LLP (now Baker Tilly US). His experience included auditing financial institutions and healthcare organizations and preparing individual tax returns. Andrew also worked within the corporate relations office at West Virginia University where he built strategic partnerships with companies in the areas of research, recruitment, and economic development, solidifying him as a well-rounded professional in the areas of Accounting & Finance and Business Development.

Andrew completed a Master of Business Administration from West Virginia University’s John Chambers College of Business and Economics. He also earned his Bachelor of Science in Business Administration in Accounting from the University of Charleston (WV).

Andrew is an active member of the National Defense Industrial Association (NDIA) Procurement Division & Contract Finance Committee. He also has been published as a co-contributor of “Authorization and Appropriation of Funds and Inflation Relief under Fixed-Price Contracts” in LexisNexis.
