What’s happening? The framework will provide the defense industrial base with better visibility into demand and more support to scale operations.
- Longer contract terms – Contract types are expected to move toward fixed‑price or fixed‑price plus incentive fee (which is still a flexibly priced contract), with terms extending up to seven years.
- Improved demand visibility – The government intends to provide greater transparency into purchase quantities, allowing contractors and suppliers to plan investments with clearer expectations around volume.
- DOW financing support – A dedicated function within the DOW will provide financing support tied to capacity expansion and capital equipment investments.
- Supply chain‑wide focus – While primes are a starting point, the framework is intended to extend visibility and support further down the supply chain, enabling subcontractors to make longer‑term organizational investments with a clearer path to return on investment.
- Expanded reporting requirements – Additional reporting expectations are anticipated, though details are still being developed, and may require ERP system reconfiguration to meet more complex contract-level financial reporting and overall compliance posture.
